Add Security Chief Andersen and Julian as settlers.
Will have the rescue dialogue so you can move them where you want them to go.
They will be in the generator room.
Andersen will have the vault 81 security armor because I didn't add vault 88 security armor because there are already mods that add one.
They are new NPCs, so they don't replace the ones that already exist so it won't break the quests.
