Adds a reward perk for completing the full alignment with the Hubologist faction.

I never liked how you spend 20000 caps for alignment with the Hubologists just for a buff that lasts a few days, so I fixed it.
This is a simple mod that adds a new per after you complete the full alignment with the Hubologist faction. After you reach AHS-8, you will receive the normal buff effect of +8 Intelligence, but also a Perk called "AHS 8" which permanently adds +8 bonus to your Intelligence. Yes, temporarily you gain +16 Intelligence after reaching final alignment, but after a few days the regular vanilla effect will fade off and only this mod's perk will remain.
In case you are wondering why anyone would want more than 10 Intelligence, or ANY Intelligence at all, it boosts the XP you gain from all sources so I find it very useful.
Anyway I always thought that the last alignment bonus should've been permanent in vanilla, but it isn't. This is my fix.
This plugin only does the following:
* Adds a new ability record (for the AHS8 Perk) and a new Perk record (the reward Perk itself).
* Modifies the alignment quest to add the Perk reward after the player completes final alignment.
This means this mod will not cause any issues with anything except other mods that modify the Hubologists quest.
