It is not very well known but fallout 4 can actually run on 4th gen integrated graphics hardware pretty well but thanks to awful laptop manufacturer driver support along with intel's desire to discontinue the drivers pretty quickly nowadays its a real struggle to get it working properly with any stock drivers that windows update throws at you.

First you need to ensure youre on the last driver for your intel graphics card. For now I linked the latest driver for 3rd and 4th gen with Intel HD Graphics 4000. This was tested under windows 11 but im sure it works on windows 10 64 bit too.

4th/5th Gen Intel HD 4000

open regedit and go to
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers]
add a new dword32 TdrLevel with value 0 hexadecimal.

Paste the configuration files (ini) in My Documents or in the Mod Organizer profile depending on your needs and overwrite if there are any existing files.

Right click fallout 4 , properties, select run as admin and compatibility for win7.

Keep opening fallout 4 until it opens (IT WILL KEEP CRASHING BUT WILL EVENTUALLY OPEN, WILL NEED TO OPEN UP AROUND 5-10 TIMES.)

if it fails try with dxcpl setting to feature level 11_1 and warp on, open the game once and it will be laggy as hell, close the game again, then back at dxcpl remove the game from dxcpl list and apply and try the above steps again.

I tested all this on a good old lenovo thinkpad L430 and its running my 300+ modlist pretty well at 30+ fps with the config files I provided here.

To elaborate a bit more on what I did with the config files, I pretty much disabled shadows,decals,grass generation, switched a lot of lod settings to very low levels but most importantly I disabled the previs and preculling system which are broken with the intel driver sadly, making the game explode into vertices when u load a save, thus rendering it unplayable, this config will fix all the above mentioned.
