The idea of this settlement is Nuka World on tour. The raiders from Nuka world are turning up all over the Commonwealth.
From the get-go it will require 15+ people to really get level 0 underway so do not think it is a small outpost at max level it has beds for 40+.
I strongly advise that you have the build limit raised a few times 100% and select to have the plots be what I made them be.
Unless you want a half-built mess that is you may want that.
