Does what it says on the tin - sets levels for enemies like Super Mutant Warlords, Deathskull Radscorpions etc to remain static at their base value.

Permissions and credits
This is just a quick hack job because I was fed up with the Oblivion-esque level scaling of high end enemies that punishes players for continuing to gain levels beyond a point.

For anyone not aware, enemy types in Fallout 4 generally follow the pattern of having several creatures that are always at the same level (so ordinary glowing ones will always be level 22 and putrid glowing ones will always be level 40), and then a final creature whose level scales directly and without limit to the PC's level (i.e. a bloated glowing one will always be equal to your level).

Enemies continue to gain hit points as they level up, as does the player. At level 120 most of these high end enemies will have over 2000 hit points. However there is a hard cap on how much damage it's possible to do with a weapon. This means that once you have the best weapon possible and all of the perks available to increase its damage, gaining further levels yields no advantage whatsoever, and serves only to turn your enemies into bigger and more obnoxious bullet sponges.

This mod caps the levels of the various final enemy types at their entry level value. So all bloated glowing ones will now always be level 58 when encountered, all mythic deathclaws will be level 91, etc.

The sole exception is vampiric bloodbugs, which I couldn't create an override of in FO4Edit without getting a fatal exception for some reason. The irony of my not being able to duplicate a bug is not lost on me. Anyway, these guys will still scale directly to your level. Sorry.

05/11/2017: Regular Vampiric Bloodbugs are now affected by this mod, and all values not essential to the functionality of the mod have been brought in line with whatever they're set to in version 1.10.26.0. To anyone with the DLC who was interested in an update for DLC enemies: sorry, I'm probably not going to be getting the DLC for this game, so that's unlikely to happen. If anyone wants to edit this file to add DLC enemies to those affected by it, then feel free. Upload it and leave a link in the posts section, if you want.
