Adds condition check for Mayor to Mayor to account for Mayor McDonough's fate.
Fixes an issue where Mayor to Mayor would not start if The System Has Failed or The New Rexford Hotel & Casino is active. You have to finish The New Rexford Hotel & Casino before being able to finish Mayor to Mayor.
