Only a few npc's can be romanced via quest-line in the vanilla game. So here is a little script that bypasses that for ANY npc via the command console.
Instructions: Copy the romance.txt file from the download to the fallout4 root folder "/Steam/steamapps/common/Fallout 4/". Now load your game and open the command console with the ~ key. Click the npc with the left mouse button then type "bat romance" without quotes and press enter. You can sleep in a bed to check if it worked. I recommend using "Player comments" here on nexus to make the player character talk flirty.
