A independent settlement can work alone without Preston/Castle calls.
You can sleep, barter, go a doctor...all things in a independent settlement.
If you need to build something, just make the settlement dependent again using "The Independence Switch".
Caution: avoid using in key settlements before main quest if you are going to follow the Minuteman path (Castle and Sanctuary)
