The "FATE Fixes" mod inexplicably gave every explosive vehicle in Fallout 4 a physical damage resistance of 25 as well as increased health. This meant that you couldn't detonate cars with only a couple shots. This mod reverts those changes.
Install with a mod manager and make sure this loads after "FATE Core Fixes.esl."
