Disables dynamic shadows for Lightweight Lighting

Lighweight lighting is an excellent, FPS friendly lighting overhaul.
But what if you need something lighter, say for running the game on a Steam Deck or other handheld console, an old laptop, potato, or other root vegetable?
Then maybe this patch will be useful for you. This maintains all the changes Lightweight Lighting makes, but it disables all the dynamic shadows for shadow casting lights. This will result particularly in interiors being not quite as interesting, however it will give you a few FPS in more complex areas.
