Why:
- I recently found out that the AP drain from steadying your scope does not decrease if you're crouching/sneaking; I found this weird given that crouching provides benefits elsewhere like reducing your cone of fire. So I made this to allow the configuration of a multiplier of how much AP will be drained when you're crouching via an .ini file. Just set the value to whatever you want and the AP drain will be multiplied by it whenever you're crouching. Everything is at the engine level so it's almost as if Bethesda did this themselves.
