This is an old one. Don't expect much in the way of updates for this one.
You may need to start a new game for the outfits to appear for already existing Children of Atom (or just use the resurrect command). Newly spawned CoA should work as intended.
The Children of Atom will wear Stalker attire; does not apply to Far Harbor CoA
ESL-flagged ESP file; so you can change where you want it in your load order without it counting towards your ESP plugin limit
