When using the Underground Hideout & Underground Hideout Basement Settlement you can use SS2 with the settlement system to build a Cavern Town.
3 town levels. Id suggest using "Throw Money at SS2" mod to help push the buildings to develop.
For the most part I left the area by the elevator empty so you have a place to live in.
