I always wanted to have a settlement somewhere in that location, yet, the choices were limited, even with Conquest mod, since you could not delete most of the objects. Now, after learning the basics of CK, i finally made a spot, ,,good enough'' to settle down. 1 min away from Diamond city, thus, get your economy going and steal their clients !
Tested with Sim Settlements
You need Conquest mod or something of that sort to create a settlement :

Not sure about the other requirements, yet, i got all of the DLC's, thus, included them as required.
Other than that, the whole thing is made out of vanilla models/textures.
