Add Encounter Zone support with 2 new .ini options:
UnlevelZoneMinLevel to reduce all min levels to 1. Not recommended for vanilla play to keep some areas at their min level e.g. 50 to keep stuff hard if you're underleveled
UnlevelZoneMaxLevel to max out all max levels to 127. You can't go higher than that and chances are you will never reach that before your save corrupts :P
