Has anyone had any issues with the turrets not being available at all when they run this?
Downloaded the main mod, then this to replace the .esp so I didn't need the toolz part of it, and when I load my game, I only have the 2 basic ballistic turrets. Its not that the turrets that are added to the mod aren't available, there's literally nothing else in the build menu for some reason.

As per WarmocK's original design, you must still find two Total Hack magazines before being able to construct any non-military turrets (I.E. the shotgun one, spotlight, etc. - the ones that look scrappy in comparison).
One is in Vault 111, the other is in the Electrical Hobbyist's Club.
Good to know, thank you, it was just a bit jarring since vanilla you can still see the turrets, but they're just grayed out if you dont meet the requirements to build them, so I wasn't sure if it was installed and working correctly or not and wanted to make sure I wasn't having an issue, Thank you for the response!
Reason for this is because the two magazines don't add a perk (what usually unlocks objects such as shops), but instead inject the turrets into the build menu via script (the same way Picket Fences does, presumably, as its additions aren't normally visible in the workshop menu until finding said magazine).
Also, in retrospect, I suppose it's kind of odd that scrappy turrets require two magazines worth of knowledge, yet the player character is still able to build heavy/military-grade turrets right out of the gate. I suppose one could make it where finding one of the military magazines would allow building them (I.E. just adding the script reference to the record), if they wanted to. Now that I think about it, I kinda want to too...

This is intended behaviour and thus not a bug.
