Zaveks Faction Framework

Having a long history of picking up mods of others and looking for frameworks or tools that was perfect for my wants i have long been left dismayed.
Thus i kicked myself into action and solved the problem with a easy simple framework for factions yet it is also very potent and dynamic.

While most faction overhaul mods and frameworks operate on simple quickfire solutions it does tend to make the faction look cloned, There was simply not enough diversity among the members within the faction for my tastes.

Why does a fieldscribe have the same kit as a knight?
Why is the personel that are not in a place of harm equipped with more than just sidearms or PDW?
Why does everyone in the institute have a damn lasergun? i thought that the institute was an utopia with only the SRB really needing to have some weapons.

Why does no faction framework out there ask these damn questions?!

Well i did not either so instead i went about to fix the problem and here it is for the rest of you too.

1 This framework will not hold your hand, it will not solve the riddle of the meaning of life and it will require you to have elementary experience using Xedit.
It works simply but can be used for detail management.

2 the ESP is flagged as an ESL
3 Supermutants are dicks that can only use vanilla weapons
4 Safe to install uninstall at any point (do note that some NPCs are created and kitted at the start of a new save, thus if you use the framework to kit Preston with a Halo suit of armor but you are mid game then he wil not get that suit of armor in that save but he will in a new one.

You will have to do the work to make the endresults what you want but with this you now have the frame to do it Properly compared to before.
