If you downloaded my previous file, Sanctuary Flats, and liked the idea but weren't too happy with the execution, try this one. I agreed with you, so I completely re-did the whole thing. This is a much more rational, logical and aesthetically pleasing version. As implied by the name, the surface of Sanctuary has been flattened with vanilla concrete foundation blocks in a series of gradual steps that conform to the terrain, and now it's completely walled. You can load it up and start building an entire town immediately.
I forget exactly, but the player is like lvl 20 or something, just from building. If that doesn't bother you, have fun with the perk points, I haven't done anything with them. Also, you'll be wearing a bathrobe that I buffed with Legendary Modification.
*Forgot to mention, because it's something I just do automatically at the start of every playthrough, I maxed my Specials and building perks with bat files. I'm sure they can also be removed with bats if you're not into that.
