Fixes the conflicting records between Weapons Overhaul Redux and FO4R - Gun Sound Overhaul.

The most notable example is probably the laser musket. When loading FO4R after WOR without this patch, the later cranks of a 10 crank capacitor are silent.

I haven't tested this too thoroughly, so there might still be some weirdness, but it's better than without the patch at least.
