A simple mod edits the Adamantium skeleton Perk, level 1 will reduce 50% of incoming stagger, level 2 reduce 75% and level 3 completely eliminate stagger. No more canceled reload by a nip of dog, No more perma-stunned by an assaultron hide in the corner.
You do need to invest in Endurance though, Adamantium skeleton Perk seems Appropriate since the vanilla perk is quite weak. Also how can you be staggered when you have skeleton made by Adamantium?
