The villager is located at Marlborough House west of HalluciGen, Inc. Go and get him!
He has a special unreleased Vault-Tec Minecraft bobblehead! Trade with him, or you could just kill him to get it...
There are also two Minecraft themed plushies included! You could probably trade or kill him to get his one...
Side note: That's the Minecraft skin I used when playing it. It's essentially me in the robes of a Magician of Fire from the Gothic Series. Double crossover, praise Innos.
