In Fallout 3, The Family were a group of people adapted to drinking blood like vampires to live, and consciously chose to shy away from outright cannibalism. In fact, their lifestyle was intended to prevent falling into such extremes, though it was implied cannibals and The Family may have had a similar mutation that made them adapt to the consumption of human blood.Hence this mod. This allows people with the Cannibal Perk (only need one level) to gain a flat 50 HP by consuming a blood pack atop it's base healing value, making blood packs a quick and dirty substitute for food or stimpacks.
Each rank of Cannibal allow for an added +50 flat health regen, and +1 agility and and +1 strength 60 second buffs are added at higher levels as well. You will not get dark cravings in Survival mode so long as you stick to blood only, similar to how it worked in Fallout 3. Tweaked Cannibal rank descriptions to acknowledge the changes as well.
Given this has precedent in Fallout 3, it only seems reasonable such a thing could also exist in Fallout 4.

Note: This mod has open permissions for improvement. All I did was edit a few lines of text and add a few extra conditions to blood packs to account for the Cannibal Perk. First version was released as an ESL, the latest is an ESP. If you want to port this to PlayStation or make a whole new mod atop this, just credit me and it's yours to do with as you please. Already on Beth.net for Xbox users, will port to Playstation if there is interest, or someone else can do so pursuant to my condition of being credited.
