Totally true and now it's definitely lore-friendly and basically canon. (my favorite kind of canon)
Tactical vest? Canon. Gas masks? Canon. Hooded outfit? Canon. Synths needing to wear gas masks? Not canon. Thus this mod is tagged not lore-friendly.
You may need to start a new game for the outfits to appear for already existing Synths (or just use the resurrect command). Newly spawned Synths should work as intended.
Gen 2 Synths wear the hooded Urban SAS uniforms
The outfits the Synths wear can utilize ballistic weave except the gloves
The outfits the Synths wear gain the ap_legendary keyword except the gloves
