A simple overwrite to Horizon 1.9 to lower the cost of Ammo.

A simple overwrite for Horizon 1.9 to lower the cost of crafting ammo.
Crafting ammo will use 80% less of Smokeless Powder.
Selected ammo's that used high levels of Explosive Material have also been lowered by 80%.
Bolts also had the CarbonFiber cost lowered by 80%.
I have also updated the Craft Ammo Contracts too, to match the build cost, not sure if they will effect anything.
Warning this is for Horizon 1.9+
For older versions of Horizon i would recommend using Hoizon 1.8.7 - Less Ammo Crafting Recipe
The mod should be loaded after Z_Horizon in your load order.
