Do you hate it how Bethesda always add unnecessary spoilers to their Loading Screens? So do I!!!
mrHandies came up with a solution, all I did was use the FO4Edit alpha to create an esp so I don't have to run a batch file each time I start the game.
This permanently changes the 2 global variables LoadScreenPerkPinPercent01 and LoadScreenPerkPinPercent02 to 100.
