In FROST super mutants are replaced by feral ghouls and the vanilla random encounters featuring super mutants were also edited accordingly. In vanilla there is a recurring random encounter in which one of the super mutants has Super Mutant's Orders in their inventory, but this item is replaced by Bryant Hill's Journal in FROST. There is a problem here because you can kill Bryant Hill the ghoul and find his journal many times due to this being a recurring random encounter.
To fix this problem the Bryant Hill's Journal item is replaced by a junk item in the quest record. Consequently, Bryant Hill's Journal will never spawn.
