Copy abandon.txt and reclaim.txt to steam/steamapps/common/fallout4 or where ever your Fallout4.exe is located in file explorer.
In game, stand in front of the workbench of the settlement you don't want. Go in first person and open console command by pressing the keyboard button with ` symbol. Left click with your mouse on the workbench and type bat abandon to abandon and type bat reclaim to reclaim.
