The paint, parts, and voice are unlocked by killing at least one of the Vault Security protectrons outside the Vault-Tec Regional Headquarters. It's easy!
As an added bonus, each of the few Vault-Tec protectrons guarding the HQ contains a single Z.A.X. torso module. 3 of your robots can now both pick locks and hack!.
For practical reasons the Vault-Tec protectron voice is in settler-only mode - aka it doesn't contain companion dialogue. That's because Bethesda's automatron companion system is utterly broken and extremely prone to bugs & glitches. They make excellent guard robot voice because you won't accidentally take them out of the settlement.
