For me, the lore behind this player settlement is that after joining the brotherhood and defeating its enemies, Elder Maxson has granted you the schematics, as a reward for your loyalty, to build your own battle airship named Arwen, sister to the Prydwen, to dominate and restore peace and order to other parts of the apocalyptic world.
