Adds a new HH Tools inspired weapon simular to the railway rifle but made from a pre war tool.

H&H Industrial Railway Spike Driver
Adds a nifbashed prewar tool designed for railway workmen laying railway lines, converted post war to a weapon simular to the railway rifle.
States and mods are the same as the railway rifle and can be crafted in the chem bench ( plan to upload a replacer later)
Uses the assault rifle animation and although not required, assault rifle reanimation mod is highly reccomended for the charging handle animation.
