This is not a mod, just a tutorial on how to use the Fallout 4 Pip-Boy companion app on mobile or PC, with installation files of safe and tested 3rd party apps included under Manual Downloads. Links to where I found these files are included below.
Download files manually. No Mod Manager required.
The Pip-Boy Companion Mobile App is no longer on the Google App store or supported with updates. I take no credit for creating this. I just want to share my setup and how to create it yourself.

Pip-Boy Companion App - Mobile and PC Tutorial
Mobile Android Users: Control your pip-boy on your Android device and use it while in game
-Install the Fallout 4 Pip-Boy Mobile App that's inside the "Pip-Boy App APK Install" folder to your Android device.
-Start Fallout 4 Game
-Go to the FO4 main menu settings and enable the Pip-Boy App, save settings and close the game.
-Start the Fallout 4 Pip-Boy App on your Android device
-Start Fallout 4 game
-On the Pip Boy app, select PC, Xbox or Playstation connection, and select the device's IP Address
-Make sure your android device and PC are connected to the same network.
-The app will show you're connected to the game once you have loaded a save
PC Installation for Dual Monitors - Use your 2nd monitor as a pip-boy
PC/Dual Monitor setup is intended for casual display purposes only, like a live screensaver. You will still want to use the games regular pip-boy for heavy in-game use. I personally keep mine on the map tab mostly and use it as a navigation screen. The Status tab is also nice to have up at times.
If the version of Bluestacks included doesn't work for you, you can go to their official website and download a different version: Download BlueStacks - App Player on PC - Windows and Mac
-Install the virtual Android for PC (BlueStacks) file located inside the "Virtual Android Install for PC" folder. If you prefer another virtual android program, use that instead.
-Inside the BlueStacks app, install the Fallout 4 Pip-Boy App that's inside the "Pip-Boy App APK Install" folder
-Start Fallout 4 Game
-Go to the FO4 main menu settings and enable the Pip-Boy App, save settings and close the game.
-Start the Fallout 4 Pip-Boy App on Bluestacks
-Start Fallout 4 game
-On the Pip Boy app, select PC connection, and select your PC's IP Address
-To make the Pip Boy app fullscreen and show no ads, there is a fullscreen button on the right side panel of the BlueStack app.
-The app will show you're connected to the game once you have loaded a save
- For quicker startup, you can create a desktop shortcut for the Pip-Boy app after it's installed on Bluestacks
