Institute EM Rifle
Adds a new institute ballistic rifle to the game craftable in chem bench and synth lvled list from lvl 20
Uses 2mm ec round as ammo and the synths carrying it should drop way more of the ammo.
Uses base insitute textures so should work with texture replacers and also works for the most part with CC skins.
