Allows you to craft a Power Armor Frame.

Removes the vanilla "Power Armor Frame" Books,
Teagan on the Prydwen will share knowledge on how to craft a Power Armor Frame,
Upon reading the Book the player will grant access to a special Perk,
The Frame can be build in any Settlement (Workshop menu) once requirements are met,
Simply navigate to section "Special" and choose your frame.
