About this mod:

Lets you to recruit Magnolia as Settler and optionally, as singer. Once you recruit her, she becomes romance again. And if you'd like her to sing for you, you can assign her to "Magnolia's Microphone" (an assignable mic). While she's singing, settlers randomly go listening her: they sit down in a nearby chair and, when Magnolia finishes the song, the "settler audience" applauses.

Actually, this time, I merged the three features that my mods usually have: recruitable character, idling settlers and changeable variables (the ability to personalize the mod by changing its variables).

Recruitment quest: travel to The Third Rail and talk to Magnolia. Ask her to join you ("Work for me"). After that, just follow the quest objectives (don't worry, the quest has plenty of quest markers, objectives and Pip-Boy logs). I don't think it's necessary to write everything down here but practically you just need to build two settlement objects, "Magnolia's Microphone" and "Magnolia's Speaker" for her. She leaves Goodneighbor afterwards. (It's a bit similar to my "Recruit Sierra Petrovita" mod).

Magnolia, Settlements and Settlers:

First of all, I designed this mod with changeable variables (e.g., Magnolia's sing time, sleep time, max settler audience number, etc.). Of course I write the description with their vanilla values but don't forget that you can change most of them. See "Customization options" for details.

Magnolia's Microphone and Speaker: building one "Magnolia's Microphone" and "Magnolia's Speaker" (Mic and Speaker from now on) for Magnolia is necessary to complete the recruitment quest. (Workshop Mode >> Furniture >> Miscellaneous).

The Mic is an assignable workshop object that increases the settlement's happines. The Speaker is not assignable but building it is essential regardless. Once Magnolia arrives at the settlement where the Mic and the Speaker are built, she automatically gets assigned to the Mic.

If Magnolia is assigned to the Mic, she sings between 4pm and midnight. Between midnight and 8am, she sleeps. And between 8am and 4pm, she wanders around in the settlement (counts as assigned so the settlement's happines won't decrease). Of course if you assign her to anything else than to the Mic, she will no longer sing and will act like a "normal" settler.

While Magnolia's singing, settlers randomly walk near her and sit down in a nearby chair (if there's any) so that they can listen her. This settler AI may be familiar from my other settlement mods (e.g., Settlers Go Shopping, Fitness at Settlements, etc.). Some settlers even sit down and get up randomly to make it more immersive (i.e. not in a robotic "sit down / get up at the same time" manner). When Magnolia finishes her song, most members of the audience applause.

Romance option:

Once you recruit Magnolia, she becomes romancable again. If ask her to go on a date with you and 1. if she's assigned to a bed, you can make love with her in that bed, 2. if she doesn't have an assigned bed, she chooses one of the unassigned beds (yes, she really needs an empty bed so make sure your settlement has one...).

Customization options:

I intentionally designed this mod with changeable variables so changing them shouldn't break the mod. Of course you need to stay reasonable (e.g., setting Magnolia's "sleep start" and "sleep end" time to the same value would make her to stay up all night).

Syntax: Set RecruitMagnolia_VariableName to X. Like "Set RecruitMagnolia_MagnoliaAudienceChairMicMaxDistance to 2000".

VariableNames:

MagnoliaAudienceChairMicMaxDistance: as I wrote about it above, when Magnolia starts singing, settlers would like to listen her and will try to sit down in a "nearby" chair. What "nearby" means is determined by this variable. It determines how far the Mic and the chair of the possible audience member can be. (E.g., a settler couldn't listen Magnolia if they would sit down in a chair which is 200 yards from Magnolia's Mic). Default is 800 game units (about 12 yards/meters).

MagnoliaAudienceMemberMicMaxDistance: determines how far the settler and the chair they want to sit in can be. E.g., by setting this to let's say 20000 (about 300 yards/meters), settlers which are farther than 20000 game units won't try to sit down since the chair would be too far from them. It acts as a failsafe: Magnolia would most likely finish her song before the settler could arrive at the chair. Default is 7500 (about 115 yards/meters).

MagnoliaAudienceMembersMaxCountByPopulationPercent: to make sure not all of your settlers stop working to listen Magnolia, the audience count is limited. However, not by an absolute number, it's limited by a relative number: compared to the settlement's population. Default is 50. It means 50%. E.g., if the population 20, then 10 settlers can stop working and go listening Magnolia.

MagnoliaBreakMagnoliaChairMaxDistance: Magnolia takes a break between the songs. Practically, she sits down in a nearby chair. This variable determines what "nearby" means. Default is 2500 game units (about 40 yards/meters).

MagnoliaBreakTime: determines how long Magnolia's sitting in the chair while she's on a break. Default is 90 real-time seconds.

MagnoliaSleepTimeStart: determines when Magnolia goes to sleep if assigned to "Magnolia's Microphone". Default is 0 (midnight).

MagnoliaSleepTimeEnd: determines when Magnolia wakes up if assigned to "Magnolia's Microphone". Default is 8 (8am).

MagnoliaSongsStartTime: determines when Magnolia starts singing if assigned to "Magnolia's Microphone". Default is 16 (4pm).

MagnoliaSongsEndTime: determines when Magnolia finishes singing if assigned to "Magnolia's Microphone". Default is 0 (midnight).

MicSpeakerMaxDistance: in order for Magnolia to be able to sing, the Mic and the Speaker need to "close" to each other. This variable determines what "close" means. Default is 450 game units (about 7 yards/meters).
