Before I got a proper rig I played Fallout 4 on Xbox One and I had my own mod list, in this list was Flex Tape Nukes by Tokisaki. They did not made a PC version no matter how much I looked it was nowhere to be found on the Nexus. So I extracted the XMW files from the sound.ba2 file, convert them to wav to replace the audio with the desired clip, then convert them back and put them in Fallout 4 Data folder. Just put it in the data folder, for steam users it's program files (x86)/Steam/steamapps/common/Fallout 4/Data. Nothing too complicated.
Programs used. Bethesda Archive Extractor to extract the audio from the Sounds/BA2 file. Yakitori Audio Converter to convert the XMW files to WAV and back to XMW once the audio is edited. Audacity to edit the audio so that it plays the Phil Swift audio clip.
