Claim the Hotel Rexford as your own full player settlement, just walk up to the workshop bench, done. Rexford has vanilla quests and other non-assignable NPCs, so this working player settlement will likely always be version 0.9. See below for caveats. Images are with Sin Cities preset Reshade.

The Hotel Rexford

What will you do with the Hotel once you claim it? Leave it a real shithole or spruce it up a bit? This isn't your depraved Rexford, so you decide what will go on inside the walls of this prewar building. I tested the living hell out of this custom settlement, found it worked as I intended, which is as a FULL settlement. Recruit as you expect. Send your companions there. 50 happiness from the start, just like real life!

Images show the basic stuff I did in the first few tests of this settlement, and are all using Enhanced n' Soft Reshade, Sin City preset. I created this settlement to complement what I wanted to do with my newest Nexus Collection, Noir Simone.

I tried using the Fixed Hotel Rexford, but it would require a patch and a lot of cleaning up as that mod has a slew of other problems. The Clean Rexford mod is quite old, and makes modifications outside the Hotel I wouldn't suggest either.

CAVEATS

There are solid reasons the vanilla Rexford hasn't been properly turned into a full settlement, which can be described as nobody damn well cared except Depravity's beautiful casino, which is itself a copy anyway, and because vanilla locations with vanilla questlines can prevent you, the player, from doing literally whatever you want. Several minor questlines + Claire as an innkeeper type NPC all create weird scenarios if you try to do anything with them as a settlement-maker. So I didn't do anything with them, and you can't either. 

  • A good many items in the Hotel are scrappable with the game's vanilla scrap profile, but see below about that few you can't or shouldn't.
  • The vanilla NPCs cannot be assigned to anything. They will do their thing, and to hell with what you want.
  • Ownership of the random items laying about or in some containers belong to Bethesda apparently no matter what I tried, so be careful what you manually loot even once the Hotel is yours. Yup. Don't steal other people's stuff. You can use the workshop mode to store stuff though. 
  • The beds for Rufus, Marowski, and the hotel's rentable bed cannot be moved. Don't disable them in console with the exception of Marowski's should you decide to end him as part of that questline. You could disable the rent-a-bed, after all, you don't need it anymore, but there are other rooms you can make your own. The Vault-Tec guy's bed cannot be moved, but feel free to disable it in console (markfordelete too). 
  • Do NOT move Marowski's desk, chair, even if you could. Leave it until you kill him off, if that's your intended plan as part of that quest. Maybe that back office will make a nice VIP lounge? Or your own bedroom? You decide.
  • Don't block off the bar. Leave that for Buddy. You get the Hotel and Buddy all in the same place now. About damn time.
  • Furniture and floor collision will ALWAYS be a thing. Some furniture/rugs/etc will collide properly with floors, and some won't. Don't fret. Use Place Everywhere, solved.
  • No dirt or water for water pumps in the Hotel, but you can place either the purifier (10+ water per day version) or place the vanilla planter item, and dump your handpump on it. Of course other mods may remove those ridiculous requirements to let you place whatever water gizmo you want.
  • Trash and debris is not settlement scrappable, BUT you can easily disable and markfordelete using console. The Hotel is an interior space all unto itself, so 'broken' anything is irrelevant unless you're a mad settlement-builder. You do you.
  • Sandbox behavior is the entire Hotel, obviously, a custom sandbox I placed myself.
