The minutemen are not some common rabble, but a group of citizens who train and fight with vigor to protect what is theirs. Shouldn't they be able to handle the average raider?
-Changes minutemen template to use Gunner stats instead of Raider. Thats it.
-Most minutemen that spawn from flare will be lvl 8. They actually help in fights now.
-Balanced, does not make the player stronger in any meaningful way.
-Does not edit loadout, just stats and special.
