best experienced with darker nights, WOTCW and an ini line called bAllowShadowcasterNPCLights=1.this is only an extension but will work on its own. There are many problems with my work so there are always going to be some guys with either a vanilla helmet or no helmet. If anyone with more experience editing leveled lists and default armours takes interest and wants to release a polished or more complete version of this I would love to see it.
Original mod here, use both.

Side note: the ini line mentioned above requires a pretty solid rig if you are using war of the commonwealth in tandem with any dense forest mod. it causes all npc spotlights to cast shadows as they come around corners instead of just showing the light straight through any wall, which would defeat the purpose of the immersion and realism of the mod. another thing to note is that the npcs will now cast godrays toward you if they spot you in the night, and this could tank some lower end rigs when 7 triggermen all turn around and beam you with gods fury. use ultra godrays performance fix, or if you want even thiccer rays from the torches, use nighttime godrays intense version or crank up the volumetric rays with enb.
ESSENTIAL OTHER MODS:
night time god rays: https://www.nexusmods.com/fallout4/mods/16265/ light matters for sneaking: https://www.nexusmods.com/fallout4/mods/42184 -this one is glitchy but once you figure it out its a game changer
