There's mods like this, sure. But this one is the most extreme of them all! Literally every single instance of these items are affected- not just leveled lists.

In FO4, there are hundreds of these items scattered all over the world, and they will always be there no matter what. For instance, outside of Sanctuary Red Rocket, there is one Stimpak laying next to a medkit on the ground. You will always see it there, every game, and if you leave the area long enough, it will eventually respawn and you can pick it up again. This mod replaces every instance of those items with dummy (invisible) objects and ties them to a leveled list that determines whether or not that item will spawn or not. This creates more variety as 90% of the time those items will not spawn, but they could still be spawned in any location the devs intended. This means places like the hospital are still good to visit for Stimpaks, but instead of leaving with 5+ every time, you might get 0-5+ (but you'd have to be lucky AF) I do believe spawn chances are affected by Luck too, giving that stat even more weight.

To compensate for increased rarity, bobby pins are now worth 50 caps, Stimpak, RadAway, and Rad-X prices are doubled, and you will find fewer of all affected items in merchant inventories.

Bethesda has so much potential with their games to vastly increase engagement with these simple changes, but opt to scrap them in favor of casual players who don't even know what they want to begin with. If you have 40 Stimpaks in your inventory, they're meaningless, and the game gets really boring really fast. Only have a few Stimpaks and suddenly you're thinking tactfully about when to use them, always hoping to find another one, and dare I speculate, actually feeling enjoyment when you do? Also, food and Nuka Cola become much more useful as a substitute while you conserve what few Stimpaks you do find.

How often do you really use a RadAway? Not nearly as often as you find them, that is unless all you ever do is skinny dip in waste water. In the vanilla game, RadAway is- for some reason- more common than Rad-X. Now, they are about the same rarity with Rad-X being slightly more favored as a way to prevent rad damage before you have to spend a more-precious RadAway.

I learned in Skyrim that less lockpicks = better. The default number of bobby pins is too damn high, they become meaningless quickly and as a result, the act of lockpicking feels completely redundant. We need less of them, a lot less, only then does the mechanic of lockpicking begin to feel like a real element of gameplay. Don't go in there jiggling your stick all willy-nilly or you might not be tickling any tumblers for another few dungeons!
