About this mod:

You can recruit Darla, the runaway mobster girl after completing Unlikely Valentine. Optionally, she's also romanceable during and after her recruitment quest.

About her recruitment quest:

If you haven't completed Unlikely Valentine, her recruitment quest should start 1.5 game hours after completing it (so the quest won't start immediatelly once you exit the Vault). If you've already completed Unlikely Valentine, it should immediatelly.

She will be in one of the alleys in Goodneighbor where you need to take out a thug ("an angry rejected man") that's threatening her. Once you arrive at the scene, she recognizes you and yells at the gangster to run who will laugh at her. Then an objective shows up to kill him. Killing him does not count as murder (he's hostile with aggro radius behavior, starts combat if you're close), does not turn the town hostile ("in Goodneighbor you handle your own problems") but impresses Darla. Afterwards she runs towards you, flirt with you a bit, then you can decide how would you like to recruit her. Either by going on a date with her or by going to The Bolyston Club. The latter option does not involve romance. Don't worry, the recruitment quest has quest markers and several Pip-Boy logs.

Whichever option you choose, after you recruit her, she can be romanced... just approach the bed she's assigned to (it will have a unique secondary activate choice "Sleep with Darla") and activate it. Regarless of having a nearby romantic companion or not, she'll be the one lying next to you.

She can be assigned to any workshop object, except vanilla Food resources (e.g., Tato plant). She's not willing to farm...

Notes: I was able to add only a very few dialogue lines to her so she won't be very talkative. I wasn't sure about the romance option but she was requested several times and I had to find a way to make her recruitable...
