Installation: Put Fallout 4 Converted.spexp to
C:\Users\USERNAME\Documents\Adobe\Adobe Substance 3D Painter\assets\export-presets
You might also need to flip red channel in normal map after exporting, but I don't do it and everything still looks nice.
