After some thought I made a new take on Sanctuary, hope you will enjoy it.
The save game is right before you meet Dogmeat.
You are Special, and Grognak comics, are unused in the Workbench, as are all other stuff you would have gotten so far in the playtrough.
You have no extra materials or items.
Your level is 24, sadly i didnt find a way to lower it.
Mods are needed to make this save work, they are great and you should definately use them because they add much variety to what you can build:
