You can employ Settlers as Waiters. Just sit down in a chair and a nearby Waiter will approach you and take your order. They also approach nearby sitting Settlers.

About this mod:
You can employ Settlers as Waiters by assigning them to a Waiter Marker. This marker is visible in workshop mode ("build mode") only.
Assign a Settler to this marker, then, whenever you sit down somewhere in the settlement, a Waiter will approach you and take your order. Waiters serve any sitting Settler, not just you but you will be always served first..
If there are no sitting settlers (and you're not sitting either) and if there's a chair that is close (within 37 feet / 11 meters) to a Waiter, a nonsitting Settler will go and sit in the chair so a nearby Waiter can serve them.
Notes: Waiters are food vendors so they sell food and drink. I added some vendor - customer conversations to make it more immersive. NPCs who don't have settler voice can be Waiters as well as Customers. There's a cool off timer so Waiters won't approach the Player or the same NPC for 1.3 in-game hours after serving. The Player and sitting Settlers are served in the whole settlement, so not just within 37 feet / 11 meters.
