CLAIM FLAGS
V1.1 Fixes Railroad flag and adds new recipe for US flag. No perk required. Recipe calls for 2 steel and one of those trifold boxed flags that are laying around.
Don't have any crystal? Don't have power? Just get a little popular and put up America's classic symbol, or fly the flag of your favorite faction, to recruit settlers.
Is it cheating? A little. Is it lore-friendly? Not really. The Railroad and Institute probably wouldn't advertise, and I could have gated those flags behind completing the main quest, but I didn't feel like it.
All the four major factions have a flag, or you can build a USA Claim Flag if you have Local Leader 1. The faction flags do not have a perk requirement, but you have to be a member in good standing.

Claim Flags can be found in the Settlement Menu under Resources -> Miscellaneous.
