Adds a "victorian gothic' inspired dress to the game.

Adds a new CBBE dress to the game. A FusionGirl conversion is available in optional as well (made by Karna5).
If you use the ESL version, it has a Chem Station recipe. Otherwise, it can be added by console.
It's female only.
If you're using the Fallout4 high heels mod, you can set it to a height of around 2. It works reasonably well without it.
It was inspired by some "victorian gothic" 'ish pictures. It may not be very obvious. But the original concept proved to be impossible to weight paint, so I went for a simplified version that may have lost something.
