I love Fallout. I love tattoos. So seeing the lazy clipart tattoos in the game is just disappointing. I've replaced the 5 face tattoos available in the base game with high definition, high quality ones painted by myself. All are done in the same american traditional style and placed in different spots so you can wear them all at once for a cohesive look. Nothing besides the textures was touched, so it requires nothing but the base game and should be compatible with everything. Available in 1k, 2k, and 4k sizes. I used the 2k files in my screenshots. Please use the size matching the other face textures in your game, or else you will have missing/bugged face textures.
Note that due to how Fallout handles overlays like this the images will stretch/morph with different face shapes, and do fit men and women slightly differently. This is the same with the vanilla tattoos, but may be more noticeable with these as I touched some more heavily morphed areas.

Update : I have uploaded some alternative textures under the optional files. These are the same designs done in an alternate style to look more like
something done in the wasteland with improvised tools, rougher and scratchier. They do not require any of the main files.
