Objects that are not available in the workshop such as Water coolers, Signs, Terminals, Ammo boxes, etc. were spawned via the "placethere [Object ID]"console command. They are vanilla objects and should not require you any extra mod to import.
Decorating items are junk items found in the game world that have been disabled physic so NPCs can not knock them over.
This settlement was built using only vanilla and DLCs objects and items with the help of the Place Everywhere mod by TheLich and the Workshop Framework mod by kinggath(I only use it to increase the settlement build limit).
