Changed the ammo the .50 barrel to use normal .50 and changed the railgun to use 2mm EC. Tweaked the base dmg of the gun and the fire rate of the forced rail gun barrel.

Felt Damage number were way to high so brought in a nerf bat.
Added tags for inventory sorting. Changed perks for making the mods from vanilla to Horizons. Unique weapon so did something different for perks. Let me know what you all think. Crafted at the weapons lab. Added weapon to the experimentation lab.
