Changes skills to Horizons plus tags for sorting.

Added tags for inventory sorting.
Changed crafting requirements and skills to be inline with Horizon.
Removed quest tag from holotape. Now you can do w/e with it after the quest. Just make sure not to lose it before.(tho personally could never do the quest since something is bugging the hack pip-boy prompt)
Made with xEdit and is an esl flagged esp.
