It's a desktop icon for the game launcher's shortcut, featuring Vault Girl. The 16x16 size is just a blob, but then that size gets covered by the shortcut overlay, anyway. If I can ever find a converter that doesn't mangle the smaller sizes, I'll update it.
There's also an icon featuring BigCman123's alternate look for VG.
If you're modding your game, you can probably handle changing the shortcut icon, but just in case you don't,, here's how to do it:
Just download the .zip file and extract the .ico file wherever you want (I keep mine in the game folder, so it's easy to find). Right-click the launcher shortcut, open the "Properties" window and select the "Change Icon..." button. Click "Browse" and navigate to the folder where you saved the .ico file. Select the .ico file and click "Open." Then click "Okay" on the Change Icon window and on the Properties window. Done!
